About Us - Who We Are

Great KIDS make Great COMMUNITIES is designed to engage all institutions in Allen County working with or on behalf of youth in the positive youth development movement, regardless of whether or not  those organizations were involved with the court system. By focusing efforts on training and support of agencies working directly with youth, the Court is able to reach and positively influence the majority of youth and families in Allen County without waiting on the chance they will become involved in the Court system.



Our Founder

Judge Charles Pratt 

Judge Charles F. Pratt 

Judge for Allen Superior Court, Family Relations Division. Judge Pratt possesses a law degree from Indiana University Law School and has worked in the court system addressing the needs of youth and families since 1983.
 

 

Our Staff

Megan Kelly 

Megan E.B. Kelly, MSW

Megan is the Great KIDS make Great COMMUNITIES Coordinator.  She joined the Great KIDS initiative in 2006.  Additionally, she works part-time at St. Joseph Hospital as a therapist in inpatient Behavioral Health. Megan graduated with Bachelor’s Degrees in Political Science and Human Development and Social Relations from Kalamazoo College and a Master’s Degree in Social Work from the University of Michigan.

Allen Superior Court, Family Relations Division Volunteers 

Kathleen F Rusher

Assistant Chief Probation Officer – CHINS Division. Ms. Rusher possesses Bachelor’s degrees in Criminal Justice and Psychology from Anderson University. She has worked for the court system for more than thirty years in a variety of positions. Each of these positions have related to youth and family issues. 

 

Lily Martinez

Administrative Assistant for Allen Superior Court, Family Relations Division. Ms. Martinez has worked for the Court since 2000. She has assisted with the Annual Conference on Youth planning and logistics since 2003.

Misty Shaffer

- Administrative Assistant for Allen Superior Court, Family Relations Division. Ms. Shaffer has worked for the Court since 2007 and has assisted with projects related to Great KIDS make Great COMMUNITIES since the beginning of her tenure with the Court.
